Ak-Haranu's Exotic Shop

When barrows is out, add Ak-Haranu's Exotic Shop so we can access bolt racks easier, if the quest would take to long to set up, just having the shop be there to access without a quest(like how you can use things like rune Armour even though dragon slayer isn't out), this would help us not have to depend on barrows chest for karils crossbow ammo
